It will help us to understand the department and its functions if we stop and look at it in reference to the rest of our government departments.

Coordinating Departmental Information

After the terrorist attacks in the U.S. in 2001, both the FBI and the CIA faced the heat due to their refusal to work together and pool their information into one solid report. The Department of Home Land Security was created to take the information supplied by each agency and fuse it into one report. Then, using the information they've compacted, they are to try and figure out where America is most vulnerable to future attacks.

Keeping People in the Know

On September 11, 2001 the American people watched in horrified disbelief as the TV reports revealed the devastation of the terrorist attacks on our country. Never in the history of the U.S. had anyone attacked us like that on American soil, and the people were both terrified and outraged. They worried that more attacks could follow and because they didn't know what to do to ready themselves for the possibility. The Department of Home Land Security was created to help educate the people. Following the attacks, departmental officials filled the TV networks with information regarding the department's inception and function. Since then they have developed a webpage which gives people tips for preparing for the unknown.

Advisors to the Nation

The American people have gotten used to the news media telling them that the threat level is yellow or orange or red. What that means is that the Department of Home Land Security has raised or lowered the level of danger from terrorist attack in the country at any given time based on the intelligence they are given. Government agencies, such as police departments, use the system to know the right level of security to put into place. For instance, at times when the threat level is red, that's a sign to officials in government facilities and airports that they need to be operating in their highest security mode. When the level returns to its usual yellow, they in turn issue orders for security to return to normal. There have been people who have made fun of this easy method of communication, but the bottom line is, it works.
